Nominating Committee (NomCom)

Description
(according to the Book of Order and Standing Rules)

It’s membership and organization shall be as described in the Book of Order G-9.0801 and as specified below and it shall have the duties and responsibilities described in the Book of Order G-9.0801, namely to nominate persons to vacancies on the council, committees and units of this presbytery observing the relevant provisions of G-6.0106 (regarding the qualities and character of candidates), G-9.0104, G-11.0103d and G-11.0303 (regarding inclusiveness of representation [see #4 of the Presbytery’s Standing Rules list of duties and responsibilities of the Nominating Committee). The Nominating Committee is to consult, at least annually, with the Committee on Representation (G-9.0801c).

That is, the duties and responsibilities of the Nominating Committee include:

1. To nominate all Presbytery officers, and all chairs and members of the Committee on Ministry, Committee on Preparation for Ministry, Permanent Judicial Commission, Committee on Representation, the Committee on Pensions and Benefits and the Committee on Review of Session Records; and the chair and three members at-large of the Bills and Overtures Committee, as prescribed in Article IV, Section 10.

2. To nominate the chairs and members of the Ministry Units, the twelve members-at-large who constitute the majority of the members of the Council, and up to three (3) otherwise qualified, non-ordained persons to the Council.

3. To nominate commissioners and Youth Advisory Delegates to General Assembly and Synod. No one shall be elected principal and/or alternate to both governing bodies in the same year, and no one shall be elected to the General Assembly more than once every five years, unless he or she is the Moderator or Vice Moderator.

The Nominating Committee is not to make nominations to Presbytery without first ascertaining the willingness of the persons to serve faithfully. Members of Units and Committees normally serve three year terms, and are eligible to succeed themselves once. Chairs of Committees and Units are elected for a one year term, and are eligible to succeed themselves twice.

MEMBERSHIP: The Nominating Committee is to be composed of three ministers and six elders (one minister, one layman, and one lay woman in each of three classes of three years each). The Presbytery Council nominates and Presbytery elects annually one member of the Nominating Committee to be its chair.

MEETINGS: Most of the work of the Nominating Committee is done by e-mail and the phone. There are about four to six meetings during the year, lasting one and a half to two hours, with occasionally two or more meetings occurring close together when commissioners to higher governing bodies are being sought.
