Bills and Overtures Committee (BOC)
Description (according to the Presbytery's Standing Rules)
This Committee shall be composed of seven members who shall be Ministers or Elders in as nearly equal
numbers as possible, and shall consist of one representative each from the Committee on Ministry, the
Committee on Preparation for Ministry, the Evangelism and Community Outreach Roundtable, and the
Discipleship Roundtable; and three members at-large. The representatives from the four
Committees/Roundtables named above shall be appointed by their respective entities each year in June, and their
terms on the Committee shall begin the following September. The three members at-large, and the chair of the
Bills and Overtures Committee, who shall be one of the members at-large, shall be nominated by the Nominating
Committee for election by the Presbytery each year at the June Stated Meeting. Each member at-large shall be
nominated for election to a three-year term, with the exception of those who may be may be nominated for
election to fill un-expired terms.
This Committee shall be staffed by the Stated Clerk.
The purpose of this Committee shall be:
a. to receive, and prepare for submission to General Assembly, Overtures from the Presbytery of the
Palisades; and to present such Overtures to the Presbytery for a vote;
b. to refer the Proposed Amendments To The Constitution from the General Assembly, to Roundtables,
Committees, and member congregations of the Presbytery for study and input, as necessary and appropriate; and
c. to develop, if necessary and appropriate, an interpretive component to assist the Presbytery in its
consideration of some or all of the Proposed Amendments To The Constitution.
The Bills and Overtures Committee shall present to the Presbytery, for its affirmative or negative vote,
all of the Proposed Amendments To The Constitution; and the Committee may, if it chooses to do so, make a
specific recommendation to the Presbytery with respect to one or more of the Proposed Amendments. Such
recommendation may be in the form of information and/or advice for the Presbytery.
MEETINGS: This Committee has no regular scheduled meetings, but convenes when Proposed Amendments To The Constitution are received from the General Assembly and when Overtures from the Presbytery of the Palisades to the General Assembly are to be considered.
